

In 1989, Charlie was elected to fill an unexpired term in the 7th Metro Nashville City Council, and to represent the citizens of Bellevue in District 35. With a strong vote of confidence, the citizens of Bellevue re-elected Charlie to the 8th Metro City Council in 1991 with a record-breaking 89% of the popular vote.
From 1989 to 1995, Charlie emerged as one of the strongest leaders in the Metro City Council, serving as the Chairman of the Council’s Committee on Parks and Recreation and later being elected as the Council’s representative to the Metro Traffic and Parking Commission.Charlie authored and sponsored legislation creating the Davidson County Greenways Commission in 1993. As a result of this legislation, this commission began and continues to this day with an aggressive program to beautify and keep Nashville healthy by building walkways and nature trails throughout the city.
In 2002, Charlie continued his commitment of public service with his election to the 10th Metro City Council and then with his re-election to the 11th Metro City Council in 2003. Charlie currently serves on the Council’s powerful Budget and Finance Committee, and is a strong supporter of government efficiency.
By championing legislation that supports lower property taxes for Nashville’s senior citizens and by promoting low and fair water rates, while still preserving the sprinkler adjustment for gardeners and for irrigation system users, Charlie has proven himself to be a good financial steward.
Councilman Tygard also currently serves as Chairman of the Council’s Tourism and Convention Committee, and supports the idea of a family-oriented theme park in the Nashville area.
Treasuring Nashville’s historical buildings and landmarks, Councilman Tygard has sponsored legislation promoting historical preservation and advocated the creation of the Nashville Historical Preservation Trust Fund.
To honor those brave men and women who have served our nation in the armed services, Charlie authored an ordinance that changed the name of the Gateway Boulevard Bridge to the Korean War Veterans Bridge, in honor of our Veterans.
